River's Edge by Terri Blackstock takes up the story of Jonathan and Morgan Cleary. They run a half-way home, Hanover House, for people trying to start new lives after drug addiction or prison. Morgan is struggling with infertility and Jonathan is in the middle of a very tight mayoral election campaign.

When Morgan's friend, Lisa Jackson, is found dead, the police arrest her husband, Bob, who just happens to be another of the candidates running for mayor. As Police Chief Cade doggedly continues to chase down facts regarding Lisa's murder, it becomes apparent that Lisa's infertility may have been a factor.

Meanwhile, Morgan is continuing to guide and care for the residents of Hanover House. Seventeen-year-old Sadie and her eighteen-month-old brother, Caleb, are there as foster children while their mother is in prison for drug sales. When Sheila is suddenly released from prison, Morgan faces the loss of baby Caleb, whom she has taken care of for over a year.
